COMMON FORUM Working Group  "Soil as a Resource" 

The working group is a platform for European policy makers to exchange policy, experience and knowledge in soil issues in line with developing European Soil Policy.

The scope is based on the value of soil and its services for societal goals (Sustainable Development Goals). The mind-set is system based: ‘from a physicochemical mind-set towards a soil ecosystem and ecosystem services approach’.

Future societal challenges, the issues in the Soil Thematic Strategy, and the soil functions and soil services as addressed by the Biodiversity Strategy (MAES) are part of the conceptual framework.

COMMON FORUM in its approach and philosophy being an informal network for policy makers has proven to be a success formula. Following this approach is also the intention of WG SaR.

Mission Statement

COMMON FORUM as a network provides for a focus on coping with soils degraded by contamination. Consequently, for a long time, work and exchanges among CF members have been solely dedicated to ways to restore contaminated soils by remediation and, if remediation is not possible, by management.

Hence more and more there is growing recognition that even degraded soils hold value for society. These values can be brought to practice if one is able to show their benefits by connecting them with our societal challenges, for example, the use of brownfields as solar parks or the use of contaminated soil for the growth of biomass. By using these soils it is not only showcasing their value but creating benefits and contributing to a circular use of land and soil.

Since soil quality is broader than the chemical composition, the need to broaden and strengthen the CF network comes up: The connection to policymakers working on healthy soils, sustainable land use, and land management as well as the connection with societal challenges Europe faces as expressed in the Sustainable Development Goals (SDGs).

Connecting soil and social ambitions are still in an early state. Therefore it is beneficial to get inspired by sharing our ideas, experiences, and best practices, but also in finding ways to address knowledge gaps and formulate policy and research needs. Therefore the cooperation as policymakers, but also with scientists, industries, and other stakeholders for example in drawing up position papers is envisaged.

As the timeframe is tight and the ambitions are high - the SDGs have to be implemented in 2030 - concerted actions are needed. What steps can be made now? How is it possible to get in contact with other disciplines? What is the joint narrative on sustainable soil and land use and management?

Accordingly to the task of the Common Forum network, the working group also wants to sustain and influence the European soil policy in this broader perspective.

Focus points are:

  • Awareness building on the value of degraded land for public goals
  • Identifying concepts for the realization of soil-related SDGs
  • Soil ecosystem services for public goals
  • Realizing SDG 15.3 Land degradation neutrality
  • Land Stewardship as an instrument for public value creation and public-private cooperation
  • Sustaining and influencing European policy

Land Stewardship - a NICOLE & Common Forum publication

The current way of production, use of resources, land and natural capital is not sustainable. Transitions in energy, mobility, circular economy, food production and city development are needed. This paradigm shift cries out for a change in mind set. We need to transform towards a restorative and circular economy. Land restoration, land use and land management (land stewardship) are the key in this transformation.

Land Stewardship is still at an early stage in its development. The booklet is a first step to show how the concept of land stewardship can be helpful in the creation of an approach to sustainably use and protect our soils. NICOLE and Common Forum acknowledge the added value of the concept of land and soil stewardship and also agree that there are points of discussion e.g. legal matters. Both want to explore how this concept may lead to new insights in soil policy. This exercise could lead to a joint position paper on land stewardship. The case studies provide a promising start.

Soil-Related Sustainable Development Goals - Four Concepts to make Land Degradation Neutrality and Restoration Work

To avoid further land degradation and promote land restoration, multifunctional use of land is needed within the boundaries of the soil-water system. Healthy soil is essential to achieve our societal challenges. Stakeholders are not always aware of the importance of a good working soilwater system as a basis for their societal goals. Through several international workshops a dialogue to connect stakeholders with soil and land claims was started. The gained experiences were summarized in an article which has recently been published.
